【内容提要】

In the 1960s there was a movement in academia and the world called "law and development. "Law and development involved projects designed to bring about major changes in legal systems and norms in the interests of efficiency and justice. It involved an effortto create an academic field in legal studies that would parallel subfields like development economics and development administration.The new "law and development" movement emerged in the post-Cold War era. While precursors of the new emphasis on law can be seen in projects mounted in the 1970s and 1980s (like the major USAID judicial assistance projects and foundation support for public interest law in developing countries), the current boom in what are often called "rule of law" projects really started with the collapse of the Soviet Union. While projects of this nature are going on all over the world, it is in the former Soviet Union and Eastern Europe
that some of the most important work is being done.
