  1. StructuralArrangements

 

(A)  InstitutionalSetting

 

RCSL 2018 AnnualMeeting Lisbon, 10-13 September, is co-sponsored by the Thematic Section forSociology of Law and Justice of the Portuguese Sociological Association and isat the same time the 3rd Annual Meeting of that Thematic Section.

 

The meeting isorganized by Dinâmia’CET, a research unit of ISCTE-IUL, to which PierreGuibentif, chair of the Local Organizing Committee, belongs. The agreementbetween Dinâmia’CET and RCSL concerning this mission was submitted to FernandoLuís Machado, Vice-Rector of ISCTE-IUL in a preparatory meeting held on 7 Julyand confirmed at the occasion of a meeting between Fernando Luís Machado andMasayuki Murayama, President of RCSL, held on 18 September 2017.

Tasks:Appreciation of the sessions proposed / abstracts presented; approval of thefinal programme.

 

 

(C)   Topic /Call

 

The topic – “Law and Citizenship beyond theStates” – was accepted by the RCSL Board at México City. – The complete callwas discussed at the 18 September 2017 meeting, its final version approved bythe RCSL President.

 

The call opensat 15 October with the launching of the meeting’s website (below section H). Itcloses at 15 December. Results will be evaluated at end of November. Accordingto this evaluation, the deadline could be extended to 15 January.

 

 

(D)   Programme

 

(a)  Scientific Programme: threemain components: (i) plenary sessions; (ii) paper sessions (α) organized by theRCSL working groups; (β) paper sessions organized by the Sociology of Law andJustice Section of the Portuguese Sociological Association; (γ) paper sessionsproposed by other interested people and accepted by the scientific committee;(δ) paper sessions organized by the meeting’s organizing committee groupingabstracts not included in the previously mentioned sessions; (iii) businessmeetings and similar events: RCSL Board meeting; RCSL Business Meeting (theorganization of such a meeting in Lisbon was decided by the Board in MexicoCity); announcement of the Podgorecki Prize winner 2018; SLJ Sct. APS BusinessMeeting. It will also include Oñati Sessions (after the encouraging experienceof Vienna and Mexico), as well as other sessions opening space to students forthe presentation of master or PhD dissertation projects in progress ; “MethodCafes” (“Method seminars”?), “Author meets public” Sessions, sessions aiming atfavouring the networking between researchers, as well as, if possible, visitsto relevant Portuguese institutions and / or other research institutions (asession at CES Lisbon is already under preparation). Final programme to beapproved by mid April 2018. – A time for a short presentation of the 2019 RCSLMeeting / 30th Anniversary of IISL should also bescheduled.

 

(i)   Plenary sessions: The Local Organizing Committee considers theorganization of four plenary sessions (for an updated information, see therelevant document on the GDrive of the Organizing Committee; titles still to beconfirmed):

 

 

(1) A session “Law, Justice andSociety in Portugal – National Trends, International Connections” gatheringpersonalities who played a crucial role in the development of sociology of lawand justice in Portugal, to introduce the participants to the state of thefield in the country and to the possible connections between current trends inPortugal and issues of global relevance (resp.PG).

 

(2) A plenary session “Prison andState – Intersections and (Re)Configurations”, considering the acute relevanceof the topic in particular in Portugal and in Brasil and its links to thegeneral topic of the meeting (resp. MIC, SG,APD).

 

(3) A plenary session on“Individual and Collective Legal-Political Agency: From InterpresonalInteractions to Ethical Relations” (resp. APD,GF).

 

(4) A plenary session on “Law andCitizenship above the states” (provisional title; resp. PG, MEG, SS).

 

The order ofthe panels in the programme still has to be decided. Responsible persons haveto prepare proposals of final titles and names of participants; invitationssent; first positive answers received; procedure to be concluded as soon aspossible, at the latest end of October (initial planning: end of September).

 

 

(ii)   and (iii) Paper sessions: Paper sessions will be designed afterevaluation of the abstracts of sessions and papers received. The provisionalgeneral programme schedule here proposed (next page) allows to host thefollowing number ofsessions:

 

Minimal format:6 times slots x 12 rooms (see point “Facilities” below: 11 classrooms + 1auditorium) x 4 papers = 288 papers in 72 sessions.

 

Maximal format (using the additional time slots): 9 time slots x 12rooms x 4 papers = 432 papers in 108 sessions.

 

This should be far more space than necessary, since we expect about150-200 participants. Apart from chairs, discussants could be appointed.

(b)   Coffee breaks / Lunches: to be delivered on the site of theconference.

 

(c)  Social Programme: to bedesigned by September 2017 (should include notably: reception of participant;dinner; final event, possibly boat trip on theriver).

 

(d)  Publication of the programme:(i) on the meeting website from end of October 2017 on (first outline withplenary sessions), with regular updates; (ii) ways of an ecologically smartprinted version should be studied, to be distributed to the interested participant(recycled paper, rational use of the available space; the registration formshould include a field: “wishes to receive a hard copy of the programme / ornot”).

(F)   Financial arrangements / Budget /Fees

 

As organizingentity, Dinamia’CET will endorse the financial management of the event,according to the rules applying to the ISCTE-IUL research units. In particularit will receive the fees and make the financial arrangements for the payment ofthe necessary goods and services.

 

According toapplicable rules, an overhead of 20% is deduced from all amounts received (feesand subventions), to cover the expenses of ISCTE-IUL and Dinâmia’CET-IUL.

  

The fee wouldshould not include the participation in the dinner and in the social event(boat trip on the Tejo river, with dinner), to be charged separately.

(G)  Partners /Donators

 

Partnerinstitutions already involved in the Portuguese answer to the RCSL call for themeeting’s organization are the three following research units: Dinâmia’CET atISCTE’IUL, CES at the Coimbra University, CICS.NOVA linked to Minho Universityin Braga and to Universidade Nova in Lisbon.

 

CRIA, aresearch unit in Anthropology operating in different universities, among whichISCTE- IUL, embarked in the project thanks to the initiative of Catarina Frois.The head of CIES-IUL, the other research unit active in Social Sciencesoperating at ISCTE-IUL, was approached on 18 July 2017 by PG and agreed withthe participation of CIES in the project.

 

Other potentialpartner entities likely to warrant additional promotion and participation, orto contribute to the funding of the event, should be listed October 2017 andapproached November 2017. Among Portuguese potential partners are associationsof legal professionals, as well as the Fundação Gulbenkian, Fundação FranciscoManuel dos Santos. Priority is to be given to Portuguese Sociological Association(APS) and to FCT – Fundação para aCiência e Tecnologia.

 

Amonginternational partners, special attention should be given to the OñatiInternational Institute for the Sociology of Law. Vincenzo Ferrari, currentlyScientific Director of IISL communicated by mail of 28 September theavailability of IISL for supporting the Lisbon Meeting by circulating thenecessary information among RCSL members.

 

As soon aspossible, the Portuguese Presidency and Parliament should be approached, for anappropriate information about the initiative, and to examine possible forms ofinstitutional support.

 

 

(H)   Promotion – Website of the RCSL 2018 Meeting

 

BrunoVasconcelos, responsible for the Communication Department of Dinâmia’CET, hasdesigned the logo of the event and set up a website. Their design has beenapproved by the organizing committee on 18 September. As contents, it willinclude:

-  a general introduction to theevent.

-  The call.

-  Initially an outline of the programme, to be completed /updated.

-  An agenda (possibly with count downcalendar.

-  Indication of organizing entities, with relevantlinks.

- Indication of confirmedpartners and donators, with relevantlinks.

- Information about Lisbon andISCTE-IUL.

-  Relevant documents (papers,etc.).

- A user’s interface facilitating(i) the submission of abstracts; (ii) submission of sessions by chairs of RCSLworking groups ; (iii) the payment of the fee (as well additional items); (iv)the ordering of vegetarian lunches; of a printed version of the programme; (v)the recording of the data necessary for issuing receipts; (vi) the upload ofpapers.

- A photo gallery about Lisbonand the event, and, after the meeting, video recording of some plenary sessions.

A poster wasproduced using the logo of the event, and circulated on 4 October 2017 (seeAnnex).

 

Mail drawing the attention on the recentpublication of the meetings site should be sent in October 2017 to: (i) membersof organizing entities, (ii) chairs of RCSL Working groups; (iii) potential oractual partner institutions.

 

The Libraryof ISCTE-IUL should be, as far as possible, involved in the promotion of theevent.

 

 

(I)   Publication

 

The Dinâmia’CETstaff (Maria José Rodrigues) raised the point of a possible publication of themeeting in the Proceedings series published by Dinâmia’CET.

 

Organizers ofsessions should be encouraged to publish their work in relevant journals (amongthem the Portuguese Journal of Social Science and Oñati Socio-Legal Series).The Organizing Committee should consider the publication of the results of theplenary sessions.

 

Apart from suchinitiatives, however, it would fully make sense to publish the papers presentedand uploaded for the meeting in proceedings that would give a more completeaccount of the event. Papers should be reviewed by the Scientific Committee.Proceedings could be divided in several thematic volumes, part of them to be publishedbe Dinâmia’CET, part of the by partner centres.

 

Final decisionson this point should be taken at the end of the meeting. But the prospect ofsuch a publication should be already mentioned in the promotion material aboutthe Conference, and in its call.

 

In its currentversion, the budget includes a modest amount for publication costs. The finalamount available will depend on the effective audience and on the results ofour fund raising campaign (see above section G).

 

 

(J)   Photos and videorecording

 

Possibilitiesof having the plenary sessions recorded should be studied. Measures should betaken to take photos of important moments of the meeting.

 

 

(K)   Languages

 

The event willbe bilingual English / Portuguese. Plenary sessions will be held in English.Sessions in other languages (Spanish; French ?) could be authorized by theOrganizing Committee.

We are pleased to announcethat RCSL will organize its Annual Meeting 2018 from 10 to 13 September inLisbon,

on the topic “Law and Citizenship Beyond theStates”.
