Before attempting to answer this question, let me explain why I believe it is a meaningful one. If all occupations promulgated rules of conduct and were constantly engaged in revising them, then there would be no problem. Such rules would be a given-they would be part of the defimition of an occupation. But that is obviously not the case. Many occupational groups presently do not have such rules-for instance, retail clerks, or bus drivers, or school teachers. Occupations that have such rules in the United States may not have them in other countries.'
